Power structures and political processes in Cuba: an unstable stability

Abstract
The article analyzes the political reforms enshrined in the 2019 Constitution. Particular attention is paid to the functions of government structures, their personnel composition, and the activities of the main political actors. The critical socioeconomic situation in the country led to mass social protests in July 2021 and subsequent protests by the population. Relative stabilization was achieved as a result of dialogue between the government and society and targeted solutions to accumulated problems, on the one hand, and harsh suppression of protests, on the other, as well as due to the mass emigration of opponents of the regime. The further situation will depend on the government’s ability to find a balance between social justice and economic efficiency, but if existing problems are not resolved, the possibility of a social explosion cannot be completely ruled out. The lifting or easing of sanctions by the United States and a significant increase in foreign aid could help to overcome the systemic crisis.

Food security in Caribbean small island states

Abstract
The article explores the problems of ensuring the food security of Small Island Developing States SIDS) located in the Caribbean. Despite some progress in reducing hunger and developing its own potential to provide food to the population, the situation remains unstable in the subregion. The article identifies the problems faced by Caribbean SIDS, internal and external factors affecting the state of food security, and pin down the main threats hindering progress in this area. It also explores areas of international cooperation to eradicate enhungered undernourishment in the countries of the subregion.

Features of the hydrogen technologies development in the countries of Latin America and the Caribbean

Abstract
The paper analyzes the possibilities of using hydrogen technologies in Latin America and the Caribbean countries. Regional leaders are Chile and Brazil which are open to international cooperation with the active public participation in hydrogen projects, including research and development. The possibilities of using hydrogen technologies are extremely limited and do not go beyond the traditional applications (chemical industry). The region’s specialization in the production of green hydrogen can become an additional incentive for attracting investment and developing its own economic sectors.

Features of digital diplomacy in Latin American countries during an era of global turbulence

Abstract
In recent years, the public diplomacy of Latin American countries has undergone significant transformation, driven by the utilization of digital technologies as instruments of soft power. Digital diplomacy involves the use of social media, virtual meetings, and online platforms to promote national interests. Over the past fifteen years, the presidents of Latin America have actively employed this tool of public diplomacy to connect with target audiences across the globe. In most Latin American countries, Twitter diplomacy is being promoted to enhance the effectiveness of public diplomacy and engage citizens through the publication of tweets by political figures or agencies aimed at disseminating information about their foreign policy. This approach not only informs the international community but also facilitates interaction with citizens, thereby increasing transparency and accountability of the authorities. However, the lack of artificial intelligence (AI) technologies, such as chatbots and digital consultants, within the diplomatic agencies of Latin American countries, along with the unauthorized use of generative artificial intelligence technologies in information-psychological operations within the region, hinders the development of effective diplomacy.

USAID activities in Latin America

Abstract
The article examines the activities of the United States Agency for International Development (USAID) in Latin America and the Caribbean (LAC) over the past three decades. Based on the analysis of the database of USAID initiatives, the authors divide all USAID projects in the region into two groups: political and socialhumanitarian. The article puts forward and confirms the hypothesis that the main USAID activities in the LAC countries were to promote political changes in the interests of Washington, as well as to help governments counter complex threats affecting the security of the United States. Using the case-study method, the article demonstrates contradictions and double standards of USAID activities in Latin American states.
