Сотрудничество Германии и стран Латинской Америки в энергетической сфере В контексте реализации концепции «взаимодополняемости»

Аннотация

На фоне затяжного энергетического кризиса в Европейском союзе и развития энергетического сектора в странах Латинской Америки связи между Германией и государствами региона в данном секторе экономики активизировались. Целью представленного ниже исследования является выявление проблем, возникающих на пути энергетического сотрудничества Германии и ряда латиноамериканских государств. Теоретическую базу работы составляют концепция «взаимодополняемости» и парадигма ресурсного национализма в международной политической экономии. Авторы статьи определили основные факторы, осложняющие развитие энергетической повестки в отношениях ФРГ и Латинской Америки: несогласованность действий; интервенционистская политика США, нацеленная на фрагментацию региона; ценностно-идеологические представления правящей элиты ФРГ, продвигающей радикальную модель энергетического перехода без учета исторического опыта и специфики развития энергетики в странах Латинской Америки. Важным итогом исследования стало пополнение эмпирической базы в интересах дальнейшего развития концепции «взаимодополняемости» в отношениях между латиноамериканскими странами и ФРГ в сфере энергетики.
